Labels state both sides play at 33rpm but side B is cut at 45rpm.

On the first pressing the sound of "Expo 2000 (Kling Klang Mix 2002)" differs from later releases. Maybe it was an unfinished version. The etched number in the runout groove of the first pressing is 887 984 6-A1 /...B1, on later pressings it's ...A2 /...B2.

My copy has the Matrix number 887 984 6-A1, B1 and plays at 33 RPM on both sides, just as stated on the label.

I have no evidence for this but I tend to believe this first, initial pressing was a mispressing which was soon to be superceded by the version that plays consistently at 33rpm on either side when they noticed they had screwed up the pressing at the plant. Why else would anybody label the album incorrectly or press one side at 33 and the other at 45rpm? I ordered two copies prior to their release in late 1999 and received them in late October, early November -- both with the same error/gimmick.
OCARO
Pressing the A side at 45 rpm and the B side at 33 rpm was actually really common in dance music 12"s released around the early 2000s, so it's possibly related to that (although, this was usually in cases with just the original mix on the A side and two or more remixes on side B, so I'm not sure what's going on here).These records were often not labelled as such, too, which can be doubly irritating for modern day listeners as most affordable audiophile turntables have a manual speed change.
Rias
Nearly a decade after their previous release, Kraftwerk returned in 1999 with a 3 second long jingle for the world exposition of 2000 in Hannover. The bit became a new song and was released as this single. Later on the track was remixed and renamed to "Planet Of Visions". Both sides are labeled 33rpm, but B-side is actually 45rpm.
